I.
ENTRY REQUIREMENTS
Article 1
The Championship of the Union called the "Challenge Raymond Barbier" is an annual competition open to the Members of the Union. Any member may enter a team of six players whose handicaps must not exceed 12.0 (index < or = 12.4 for countries that do apply the EGA Handicap System). No substitute players are permitted.
Article 2
All players must he at least 55 years of age on the first day of the competition and have been members of their organization for at least three months. Every player must conform in all respects to the Rules of Amateur Status.
Article 3
No later than 2 p.m. on the practice day, the Captain of each tearn will announce the names of his players and their index (or the playing handicap for countries that do not apply the EGA Handicap System) at the Competition Office.
II.
ENTRY FEES
Article 4
The entrance requirements and entry fees shall be determined by the Member responsible for organizing the Championship, in accordance with the Union Commitee.
III.
FORMAT OF THE COMPETITION
Article 5
The Championship will he played over 54 holes Stroke Play on three consecutive days. 18 holes per day. The Committee may. if necessary, modify the format of the competition, cancel or change the number of rounds fixed in these regulations.
Article 6
The four lowest gross scores returned each day by a team will count. The team standings will be based on the total of these four scores.
Article 7
In case of a tie after three rounds the winner shall be determined by the team total of the four scores for the third round: then the second round: then the first round. If there is still a tie, the total of the three best scores for the third round will be used, then the second round and, if necessary, the first round. If a tie still exists. the winner will be determined by lot.
IV.
RULES OF PLAY
Article 8
Rules
The Championship will be played according to the Royal and Ancient Golf Club of Saint Andrews' Rules of Golf and the rules of the host club when approved by the Committee.
Article 9
Committee of the Competilon
The Competition Committee will consist of three members of the organizing Association, the President of the Union and a referee. The responsibilities of the Committee ensue from Rules 33 and 34.
Article 10
Advice
Only the team Captain is permitted to give advice to the members of his team on the course (Rule 8).
Article 11
Balls
Only balls confirming with specifications set forth in Appendix II of the Rules of Golf shall be used.
Article 12
Clubs
Only clubs confirming with specifications set forth in Appendix II of the Rules of Golf shall he used.
Article 13
Official Board
Starting times, teams' lists, local rules, change in procedure, etc. will be posted on an Official Board at the Golf Club and on the information board at the main hotel. Captains and players should be aware of information posted thereon. No other information shall be considered official.
Article 14
Starting Times and Starting Order
Players from three different Associations will tee off in three-ball matches at ten-minute intervals, unless specifically requested to do so by the Committee.
First day: the total starting times will he divided into six blocks. One starting per team will be allocated in each block. The starting times within each block will he drawn randomly, unless organizational reasons necessitate otherwise.
Second day: starting times shall be determined according to the standings of the team after the first round. In case of ties, the order shall be determined by the total of the three best gross scores, then by the two best, then by the lowest gross score.
Block I : the teams in 1st, 3rd and 5th place
Block 2: the teams in 2nd, 4th and 6th place
Block 3: the teams in 7th, 9th, 11th and 13th place
Block 4: the teams in 8th, 10th, 12th and I4th place
Block 5: the tearns in 15th, 17th, 19th and 21st place
Block 6: the teams in 16th, 18th, 20th and 22nd place
Third day: the starting times will be in the reverse order of the standings after two rounds.
Block 1: the teams in 22nd, 21th, 20th and 19th place
Block 2: the teams in 18th, 17th, 16th and 15th place
Block 3: the teams in 14th, 13th, 12th and 11th place
Block 4: the teams in 10th, 9th, 8th and 7th place
Block 5: the teams in 6th, 5th and 4th place
Block 6: the three first teams.
Each day: players from the same team must play in order of their handicaps, the lowest handicap playing last.
Article 15
Captains Meeting
The Captains meeting will take place at the end of the practice day at the clubhouse. Time will be
announced in due time.
V.
SPECIAL RULES
Article 16
Disqualification
Any team that returns less than four scores in any round shall be disqualified from the Championship. A player disqualified for one day will be able to play the other round, unless other decision of the Committee.
Article 17
Failure to Start on Time
Note to Rules 6-3 shall apply: if a player arrives at his starting point ready to play within five minutes after his starting time, the penalty for failure to start on time will be two strokes at the first hole except special circumstances provided for in Rule 6-3. The penalty for delay in excess of five minutes is
disqualification for the round. The starting time is the time stated on the starter list or the time that is called by the starter, depending on which is later.
Article 18
Undue Delays - Slow Play
The Commite and the designated referees shall have full authority to apply Rule 6-7.
Article 19
Carts
Only people authorized by the committee will be able to use motorized carts.
Article 20
Lightning and Bad Wather
If the play is suspended by the Competition Committee the players must immediately stop playing and shall not resume playing before the Committee has given clearance.
VI.
TROPHIES AND PRIZES
Article 21
The Cup "Challenge Raymond Barbier" is offered by the Association Sportive des Seniors Golfeurs de France, which reatins ownership. The Cup will be entrusted to the member whose team is the winner of the Championship. That member will be responsible for engraving the Cup for returning it before next Championship. Six prizes will be offered to each of the teams finishing first, second and third.
Article 22
The Player with the lowest individual total gross score will be Champion of the Union. He will receive a special prize. Players finishing 2nd and 3nd will also receive prizes. In case of a tie, the prize will be awarded to the player with the best gross score fot the third round, then the second round, then the first round. If a tie then still exists, the matching card method of the last nine, then the last six, then the las three and the las hole shall be adopted. If a this point a tie still remains, the prize sdhall be awarded by lot.
The Organizes of the Championship will simultaneously organize the Europeam Cup.
Articles of the Championship Rules also apply fot the European Cup with the following exceptions or addintions:
Article 1
The European Cup called "Challenge WIlliam O'Babb" is an annual tournament open to Members of the Union which may enter a team of six players whose handicaps shall not exceed 16.0 (index < or = 16,4 for countries that do apply the EGA Handicap System).
Article 4
The entrance requirements and entry fees shall be determined by the MMeber organizing the tournament. Only those Members who have entered a team for the Championship may enter a team for the European Cup.
Article 5
The tournament will be played over 54 holes Stroke Play net with full handicap, 18 holes per day for three consecutive days. (Subsequent phare Article 5 unchanged).
Article 6
Replace "gross" with "net" score.
Article 14
Replace "gross" with "net" score.
Article 21
The "William O'Babb" European Cup will be entrusted to the Member whose team is the winner. The Member is responsible for engraving the Cup returning it before the next European Championship. Six prizes will be offered to each of the teams finishing first, second and third.
Article 22
The player with the lowest individual total net score will receive a specila prize. Players finishing 2nd and 3nd will also receive prizes. In case of a tie, the prize will be awarded to the player with the best net score for the third round, then the second round, then the first round. If a tie then still exists, the matching card method of the last nine, then the last six, then the last three and the last hole shall be adopted. If at this point a tie still remains, the prize shall be awarded by lot.
